Tucson Electric Power Company (TEP) and its affiliate UNS Electric Inc. (UNSE) are jointly soliciting proposals from parties interested in providing renewable energy and associated credits to TEP and UNSE through power purchase agreements and/or the ownership of generation assets. Renewable energy credits (RECs) or "green tags" must accompany any energy purchased by TEP/UNSE through this RFP.
The objective of this RFP is to solicit competitive proposals for the provision of cost-effective renewable energy that will contribute to the diversification of TEP's and UNSE's internal fuel resources, reduce environmental impact of new resources, and provide environmental attributes. TEP/UNSE intend to procure cost-effective renewable energy from diverse resources that offer energy price stability and a hedge against volatile or unstable fossil fuel prices.
TEP/UNSE are interested in purchasing a minimum of 1 MW increments or blocks of renewable energy for a preferred minimum 10-year period from January 1, 2010 through December 31, 2019. Other periods less than 10 years will also be considered. TEP/UNSE's annual aggregate renewable energy purchase and delivery target under this RFP is 150,000 MWh. Landfill gas energy is eligible.
Although TEP/UNSE prefers to have the renewable generation resource supplied from a site located in Arizona, proposals that include energy produced outside of Arizona and delivered exclusively to customers in Arizona will be considered.
For customer-sited renewable generation in single as an individual project or in aggregate without electrical energy delivery to TEP/UNSE, RECs would be the product delivered and purchased. These projects must have a minimum installed electric or thermal capacity of 20 kW-AC to qualify for consideration in the bid evaluation.
